I purchased it at amazon for $150 (Westcott Ice Light cost $450-500). You can also find it on ebay. They ship from China.
Did some research regarding alternative to Westcott Ice Light. I find this one looks like a good product. It even has some features that are better than Westcott Ice Light.
It use removable sony NP-F550. Very convenient. It has removable CTO color filter. You can adjust the brightness. It has a remote control although I have not test it yet. Build is pretty solid. I do not have Westcott Ice Light so can not compare to it.

I can not compare the quality of light to Westcott Ice Light as I do not own that one. but as the product itself goes, it looks pretty good. I will do some test compare it to standard led panel to see if this light produce softer light. In theory it should.
